Combining a heat pump and insulation under the ISDE
Combine a heat pump with insulation within 24 months and the ISDE subsidy for the insulation doubles. How it works, with RVO's worked example.
Updated on
Planning a heat pump and insulation? That can make a real difference to your ISDE subsidy. These are RVO's rules.
The rule: the insulation amount doubles
Your subsidy for insulation doubles if you carry out more than one insulation measure, or if you combine an insulation measure with a heat pump, solar water heater or a connection to a heat network [1][2]. The condition: you carry out the next measure within 24 months of the previous one [1][2].
What does not double:
- the amount for the heat pump itself: the doubling applies to the insulation amount [1][3];
- the biobased bonus for eco-friendly insulation material [1];
- insulation combined with ventilation only [1].
RVO's worked example
RVO gives this example [1]: 36 m² of biobased roof insulation in 2025 comes to 36 × €16.25 = €585, plus a biobased bonus. Add a heat pump and only the €585 is doubled. Including the bonus, RVO arrives at a total of €1,350 for the roof insulation, plus the amount for the heat pump.
Amounts per insulation measure (carried out in 2025 or later)
According to RVO, before doubling [1]:
- Cavity wall insulation: €5.25 per m² (minimum / maximum 10 / 170 m²)
- Facade insulation: €20.25 per m² (minimum / maximum 10 / 170 m²)
- Roof insulation: €16.25 per m² (minimum / maximum 20 / 200 m²)
- Floor insulation: €5.50 per m² (minimum / maximum 20 / 130 m²)
- Crawl space (ground) insulation: €3 per m² (minimum / maximum 20 / 130 m²)
- Attic or loft floor insulation: €4 per m² (minimum / maximum 20 / 130 m²)
- HR++ glazing (without new frames): €25 per m² (minimum / maximum 3 / 45 m² (all glazing combined))
- Triple or vacuum glazing in new frames: €111 per m² (minimum / maximum 3 / 45 m² (all glazing combined))
For crawl space and floor insulation, and for roof and attic floor insulation, the 20 m² minimum applies to both combined [1].
Order and timing
- The 24 months run from when the previous measure was carried out [3].
- You apply for each measure within 24 months of it being carried out [1][2].
- Live in Groningen province or in Aa en Hunze, Noordenveld or Tynaarlo? Then you cannot get ISDE subsidy for insulation (a different scheme applies there), but you may still get it for a heat pump [1].
Which heat pump?
Look up your model and meldcode in our heat pump list. For what the heat pump itself gets you, see ISDE heat pump subsidy 2026 and ISDE subsidy for a hybrid heat pump in 2026: how much?. For an estimate of the total, use RVO's ISDE calculation tool [4].
